In the case of housing, which the vast majority of the population surely considers a universal right, we face great controversy over how to orchestrate appropriate solutions. An increasingly large percentage of income are devoted to housing and increasingly residents are unable even to hope for decent housing. There are no standard answers, no easy solutions, and no magic recipes. Key factors that must be aligned, if we are to help all to gain access to safe and adequate housing using only a reasonable percent of a household´s while allowing them enough resources to pursue a productive livelihood. These factors include policy, finance, and fiscal measures.
Dr. Clos, using the situation in Spain as an illustrative case along with practices from other global examples, will present what he considers the steps needed to make affordable housing a reality for an increasingly vulnerable part of our urban populations.
